Health Rule Alert Question

I have set up a Health Rule with an action to send me an e-mail when the Health Rule is violated.  I am getting alerts, but I am concerned about what shows up in the e-mail alert I get:

 

HTML Download and DOM Building Time (ms)'s value was greater than baseline-based calculated value 0.00 by 2.00 standard deviation(s) 0.00. Baseline used here is 'Daily Trend - Last 30 days' for 6 times in the last 30 minutes.

 

It shows the calculated value of the baseline is 0.00.  I know this is not correct because I set up a dashboard widget to check this metric and the baseline is certainly not 0.  Has anyone seen this before?  I am also not sure on the persistence option.  I basically want to be alerted if we make a change and the HTML Download and DOM Building Time goes up and stays up.  I am not sure how many times the Health Rule checks in the 30 minute window so don't know what persistence number to use.  Only want to be alerted if the time stays high.  Any ideas would be greatly appreciated.
