How do I create a JIRA ticket when a Current Queue Depth metric increases?

I am interested in being able to automatically raise a support/JIRA ticket each time a custom metric {MQ Queuename/CurrentQueueDepth} increases, even by one.  There should never be any records in this queue so I'd like each instance to investigated individually.  As this is not linked to another metric for comparison (e.g. as a % of another queue metric) I am struggling to work out if it can be done mathematically, let alone how to set up the correct Health Rule.

Has anyone needed to do this and succeeded?

Bumping this as I may have put it in at a bad time.  Has anyine tried to do this successfully?
