Config Exporter as an Azure WebApp

Anyone have a document or steps on how to setup Config Exporter in Azure as a Webapp? I have setup the webapp in Azure and uploaded the .war file but all I get is a blank screen with the Config Exporter banner.  Any help or direction is much appreciated.
